I honestly can't think of a reason for such a deception. If it was advanced Chinese spy craft then the Pentagon could say so and start demanding money to counter them.

But how do they get money from this? "We need 200 billion more to counter the ET threat" just isn't going to wash unless a flying saucer lands on the whitehouse lawn or hovers in broad daylight above an NY skyscraper for all to see and photograph.

It's just plain weird.
