Putin has on several occasions said that he views it as a lie and a broken promise. Perhaps he is mistaken or lying himself, but that is his stated view.

And I believe what you just said has been pointed out many times--there's nothing written. Nevertheless, they seem to view it as a broken promise.

Ultimately, it doesn't much matter. Nuland and her neocon buddies engineered their coup and cheerfully built, trained and armed an army on Russia's doorstep, practically daring them to attack.

And so they did. Looks like the question will be settled on the battlefield now.
