The force in the north was too small to capture Kiev unless Ukraine had simply rolled over and surrendered at the beginning of the war. That was what Russia was probably hoping for.

So they used that force to menace the city and force defenders to remain in the city. When they were ready for the Donbass offensive, they simply removed that force.
