This is the greenhouse effect in a nutshell, yes. I believe there is a question of diminishing returns with CO2. Most of the effect shows up in the first 100 ppm and then rapidly falls off as you add more CO2.

But, I'm not a scientist, I'm just repeating what I've read. Perhaps someone else could elaborate further.
